I'm a huge fan of Timbuk2 bags (I have had three in the past). Most of their bags of TSA compatible (it opens up flat so you don't have to remove your laptop from your bag when you go through airport security).

Depends. What size is your laptop? What are you carrying? What conditions will you be using it in? I was shopping for a bag in the fall, and needed a large bag that could carry a mountain of stuff, and ended up with an Everki Titan that I bought at Canada Computers, which I've quite liked.
