Hardly anyone uses it. Six at the moment, including me (just for testing) and Myles twice.

IRC is a great way to quickly ad-hoc ideas in a group meeting context. Its also a great tool for B2B product support. I've helped a lot of beginners deal with product support this way. However these days cell phone tech has hidden IRC to the point of ubiquity.
