tl:dr Top posting this bit to say thanks. It appears I may have toasted a helper app in the firmware of the NVMe external type-c enclosure. I am much closer to normal operation now and the mb type-c seems to be fully operational. At first I thought you meant "switching power supplies", but they were introduced much earlier.

If you turn off a PS through the motherboard, there is still some power available. I infer it is used for

- turning on the computer via a firmware timer (I often see this option in a firmware setup page but have never used it)

- USB charging even when the computer is off

Yes this is why I put the PCIe expansion card in the box. I figured with all the IoT stuff which needs charging, I'd try to contain that to a single access point for overnight charging, with the added benefit of being able to charge an emergency phone when the mains power is off, assuming I am present to shutdown correctly. This last outage even took out the phone system in my neighbourhood. This surprised even the power workers who reset the transformer breakers on my street.

- wake-on-thing (LAN, Keyboard, mouse, whaterver)

- lights-out updates

If you turn off the direct power supply switch, none of that will work. Unplugging the power supply from the wall should have the same effect.

I have turned the p/s so the switch is on top, but I never remember that I flipped that switch, however I do remember when I actually remove the plug from the p/s. I guess this is a force of habit and memory. However it is usually a best practice to keep the unit grounded using the native ground provided by the neutral bus connection to the mains through the p/s. Apparently an overcurrent condition is first reported every time a device connects, even during bios discovery. The issue is whether or not the draw exceeds the limitations of what the bios expects.

Anyway, your procedure should really reset things in a way that might not happen otherwise.

It looks like this unexpected shutdown, just for plugging a USB device into the MB port, was a SHINE event, most likely due to misconfiguration in the bios discovery of the device as SATA (/w PD) vs PCIe which eliminates the power lane in favour of data transmission. USB-PD is kind of like changing a flat tire on a car at highway speed, we may be able to do that safely in the future but that technology is still under development. The libparted dependencies were solved on the next kernel update, so that was a bit of a red herring. I only had one type-c device to test with so I purchased an external multidrive adapter to be able to test my collection of old disks, one of which was taken out by power surges before I got the UPS. I have successfully tested two disks, using the mb type-c which reported overcurrent conditions. Two more disks are non operational. This first disk is from an old windows computer which I salvaged and put larger disks in. The second run is an obsoleted linux install. Both boots were with the disk plugged into the mb type-c and the system booted normally without reporting an overcurrent condition. I then removed and replugged them to track the udevadm monitor --env to look for overcurrent reports.
