My Unreliable Robot (MUR) suggested the following:
  If you do speak html, then create a repo called specifically //github.com/<yourusername>/

  Clone it with the odd incantation
    git clone https://github.com/<yourusername>/<yourusername>.github.io.git

Create an Index.html page and push it

Browse to https://<yourusername>.github.io

NOT TESTED!
