I seem to remember that Microsoft forbids system from shipping with the UEFI shell. This only applies to ones clainming Windows compatability, but that is all of them.
So you have to add your own UEFI shell.

It depends on the system but for the x570 board after checking the manual online it seems possible using a USB drive. From memory this was the common way to do that. Hopefully that answers Huge's and Peter's questions about this.
