Although I have no direct evidence of it, I suspect that these spam database sites run periodic checks on how much spam a subnet produces and when it exceeds some threshold the entire subnet is marked "dirty".
Forgot to mention http://www.mail-tester.com/, a site I periodically use to check how spam databases treat my ip address.
