I am having a strange keyboard issue and wondering if it could be a weird setting that got changed somehow.

I don't have any answers. But I'll kibitz. Are you using X or Wayland? Some of their keyboard handling is different, I think. Under X, the xev program might show you something useful. If you create another account on the machine, and log in with that account, does the same problem happen?
