Something as complex as a FS needs corporate support, and no company wishes to be associated with a convicted murderer. Reiser was also famously difficult to get along with (a sample of one of his rants is here: https://lkml.org/lkml/2006/7/21/109), which certainly didn't help his code's uptake.
