I understand the vendors may optimize parameters, but I figured that UofToronto wouldn't be affected by that, and the numbers were comparable... but perhaps they tune at a different point in the pipeline.

AIUI 'speedtest' is most often optimized by the various vendors to
give 'great looking numbers'.
Testmy.net, imo anyway, seem to be more 'real world numbers.
The graphs of the test I find very very revealing - - - - after a
while one gets a really good idea of the
connection possibilities.
