I don't have any answers.  But I'll kibitz.

Are you using X or Wayland?  Some of their keyboard handling is different,
I think.  Under X, the xev program might show you something useful.

If you create another account on the machine, and log in with that
account, does the same problem happen?  That would tell you if a personal
setting is the problem.---

Thanks xev is showing that there is no event when I press that shift key at first. I am now seeing however that occasionally if I press really hard I do get it working and an event is generated. So maybe something mechanical but weirdly I always get an uppercase with the second press of a letter on the keyboard no matter how hard that shift key is pressed.
