I just assume that dhclient knows how to do this. But I'll have to look into it.
My service is new (a month or two) and so my modem must be up to date. I'm just using it as a modem, not a router.
Anyway, my starting point is seeing if my system is doing anything wrong before I ask Rogers
You can try connecting a computer directly to the modem. It should get an IPv6 address.
