Apparently is is fairly hard to "buy" globally routable subnets. The usual way of getting addresses now is to rent them from your upstream service provider. You can rent subnets smaller than /24 because routing is handled internally by the service provider.
My /24 was assigned before the modern structure of assignment existed. It might even have been assigned by Jon Postel (I don't remember). I don't have an ASN.
You can still buy and rent V4 address spaces and there are a couple of online markets for them. It use to be that you could get an allocation from ARIN if you could provide a justification but I think that has long gone. The newer allocations also are coming with an annual change. You should be able to get an ASN from ARIN but that may start triggering annual charges so it would take a bit of research. If you cannot use your /24 it may be possible to rent it out on one of the sites catering to people who want V4 address spaces.
