Thanks rb I figured out I could just change the ip address of the hotspot interface with ifconfig but the devices aren't connecting for some reason. It's more of a curiosity if I could do it than a necessity but I thought it would work.

Try `nmcli` - network manager CLI - it handles a lot of that kind of
stuff and has handy tab-completion.
