Digital Ocean has $5 USD / month VPSes, and a new Toronto data centre. You definitely get root access, and it's really use to create or adjust VPSes from the web interface with both.
I'll second Blaise's recommendation of Digital Ocean: I use them both for work and for a personal project, and they've been rock-steady for a year now. The recent addition of a Toronto data centre makes them significantly more attractive to Canadian businesses concerned about customer data leaving the country.
