Before I go any further, let me begin by saying that this problem is solved, so this is more of a war story and cautionary tale than anything else.
Thanks! The system is at its most vulnerable during a system upgrade so the mechanism must be careful to not leave the system in a broken state.
Maybe someone can convince Fedora that disabling COPRs during a major upgrade would be a Good Idea, following Ubuntu's practice in disabling PPAs..
Perhaps that someone could be you! At least they could warn about COPRs. Anyone can create one (I did, once upon a time) so Fedora cannot really be resposible for them. At a minimum, they should issue a warning if and only if they find a COPR that overlaps with Fedora packages to be installed or updated. For some reason, I have one COPR installed and I think that was Fedora's idea, not mine: "Copr repo for PyCharm owned by phracek"
