Like Hugh, I got the "No new release found" for my 19.10 laptop even after following all of that. The only thing that got it to do what I wanted was: sudo do-release-upgrade -d If [1] is to be believed, you don't automatically get offered the upgrade, you get the chance when Ubuntu sees fit: #####> As already mentioned above, upgrades from 19.10 will not be enabled until a few days after 20.04's release and upgrades from 18.04 LTS will not be enabled until a few days after the 20.04.1 release which is expected in late July 2020.
