Russell - I did that software upgrade and it seemed to be successful at the time, so I think it's some other problem. Peter
Since I like to hack away at older equipment and keep it workable I had a look at the website. There was a firmware update in August 2014, perhaps this is what is needed here.

If I could get such a thing working again my father in law might like it (since he uses ATSC for all his television in Montreal).
