The adapter for the Bissell 2482C is part number 1616326. It has a two pin connector in a style I've never seen before. I assume it's proprietary to Bissell. It's often described as a 10.8 volt adapter but only because it's for charging the 10.8 volt battery in the vacuum. I found one reference to the adapter output being 13.5 volts. I don't know what the output current requirements are. Having a proprietary connector and an uncommon output voltage, you won't find this adapter at Sayal and unlikely any other physical store, unless they specialise in Bissell replacement parts.
