You can find a ton of voip phones on Facebook Marketplace really inexpensively. I got a few for ham radio use 2 yrs ago for $50. I think it was a box with 7-9 phones.

the VoIP.ms softphone looks to be clone of Zoiper.
I have been using it on my slightly older Samsung handset and it works
fine so long as you have good network connectivity.

You can get an ATA on amazon for as little as $40 and I am sure if you
search Ebay you can find something cheaper.
I got a Grandstream ATA recently and they are now at about $90 on Amazon.
The upside of an ATA is that you can plug you wireless POTS phone in and
keep using it.

I have had mixed luck with SMS and softphones.
I have setup voip.ms to forward the messages as email and to my
amazement you can reply to the email and a text will be sent back to the
sender.
